Minutes of the May 24, 2025 General Membership MeeƟng
This meeƟng took place at the Strawberry Valley Community Center. The meeƟng was called to order by
President David Zanze at 11:00am. Board members present were: David Zanze, President and Cathy
Hackbart, Vice President, Linda SƟnar, Secretary/Treasurer; Jim SƟnar, Board Member #1; and, Dillon
McNamara, Board Member #2. Alan Rice, Alternate Board Member was absent. There were 22 property
owners and 5 board members for a total of 27 property owners in aƩendance. The board members each
introduced themselves and each of the member owners introduced themselves.
Minutes: The minutes from the Fall 2024 meeƟng were read by Linda SƟnar. MoƟon to accept by Gary
Freeman and seconded by Cathy Hackbart.
Treasurer’s Report: Linda SƟnar read the Treasurer’s report. The beginning balance as of July 31, 2024
was $41,082.18. Income from Dues and DonaƟons totaled $6,785.00. $50 for the community center
rental and $23.00 in Garkane Power profit share. Expenses included Garkane Power, Kane County Water,
Website Fee, Community Center Repairs, Website fees, Food for Fall MeeƟng, PrinƟng/Envelopes,
Property Taxes and Legal expenses for a total of $8,700.17. Ending balance as of April 30, 2025, is
$39,241.00. MoƟon to accept by Jim SƟnar and seconded by Cathy Hackbart.
Presidents Report:
David reminded everyone that his goal as president of the SVPOA associaƟon is to ensure property
values don’t go down, that we have a safe community, and a nice place to live. He believes that issues
that arise in our community are mostly brought about by the short-term renters.
1. Purpose of our POA: We have a beauƟful valley and we want to keep our community safe and a
great place to live.
2. Discussion with Kane County Planning & Zoning Commission: County doesn’t enforce our CC&R’s
and have limited resources to enforce their own ordinances. David has called the county regarding
violaƟons of county ordinances and asked that they take enforcement acƟon in our valley.
3. Open Discussion and Feeback regarding issues in our community: Need feedback from property
owners on their concerns. The sheriff is patrolling more over holiday weekends. Gary Hackbart have
spoken to the Sheriff about doing more patrols to deter speeding and keep everyone safe.
Property Owner concerns: Fire hydrants are not tested every year as they should be. The property
owner found out the hydrant in front of their property was not flowing when the property owner
asked for it to be tested. David said the SVPOA would address this issue.
Gary Hackbart is sƟll working on the ATV 15 mph speed limit issue with the county. The Sheriff
supports us, but we need approval from County Commissioners.
Renters walking on the airport runway. No one should be walking the runway, unless they are a pilot
and doing an inspecƟon. If anyone sees anyone walking or ATVing on the runway, we need to tell
them to get off.
Who oversees the short-term rentals? The county doesn’t currently police short term rental rules.
One of those rules is only a maximum of 10 people are allowed. Need host management companies
to start assessing fines to their renters if they break the rules.
Someone suggested that all the different HOA/POA’s meet on a regular basis to discuss issues
they have in their areas. We did have Cedar Mountain CoaliƟon meeƟngs when working on the
road dust abatement issue. But we haven't met since then. Someone menƟoned that all the
HOA’s all have the same issues.
4. How to fund potenƟal legal issues and aƩorney costs: David wanted to make everyone aware that
we don’t have a lot of money in our SVPOA bank account. He believes it’s more impacƞul to send
CC&R violaƟon leƩers from our aƩorney. We get property owner’s full aƩenƟon when sent from an
aƩorney, rather than having the SVPOA sending a leƩer. We aim to increase membership to afford
our legal team when necessary. Adding an easy way to pay dues via Zelle hopefully will help, which
Linda will discuss later.
Membership Report: Linda SƟnar presented the membership report. For the year 2024, we had 119
members that paid dues or 29% of the 402 property owners. As of May 5, 2025, there were a total of
186 lots in the 4 units of Strawberry Valley Estates and 355 lots in the Ponderosa Villa subdivisions for a
total of 541 lots. This is 7 fewer than in the prior year due to lot consolidaƟon. There were 23 ownership
changes in our valley this year, compared to 36 changes last year.
Airport Update: Gary Hackbart provided the airport update. No problems at the airport. The old steam
roller died, and Gary got a replacement. Its name is White Thunder, and it smokes, but it works well. The
well is working great. 13 sprinklers are working like a charm and can add one more if needed. The county
really likes the airport parking ramp for “flight for life”. It takes less personnel to coordinate an
emergency helicopter landing at strawberry rather than landing across from the post office. We really
have provided the county with an asset. The well repairs will be paid off this year and airport
assessments for strawberry valley estate lot owners should be going down.
Old Business: Linda SƟnar told members that she went to our SVPOA bank, and they do offer payments
via Zelle. She has arranged for members to use it for paying their annual dues. Members need to pay
their dues to our email address: strawberryvalleypoa@gmail.com and please note your name and
property address for our records.
New Business: Linda reported that Utah passed two bills affecƟng HOAs this year. HB 217 and SB 201.
HB 217 created an Ombudsman office for HOA to file complaints. There is a $150 fee for filing a
complaint. SB 201 applied to CC&R changes and disallows HOA’s from prohibiƟng certain items, like
controversial flags, parking on streets, etc. None of the new prohibiƟons appear to apply to our CC&R’s.
The one item that may impact our associaƟon is the number of votes needed to change CC&R’s. Instead
of needing 51% only 26% is now needed to make changes to CC&R’s.
NominaƟons and ElecƟons-Two Year Term
The Vice Presidents, Board Member #1 and Alternate Board seats will be up for elecƟon at this coming
Fall meeƟng. MoƟon was made to adjourn, seconded, so moved.
